Quick answer
Winchester homes can often be financed with a conventional, FHA or VA loan, if you and the home meet the program rules. The big exception is a condo-hotel unit. Fannie Mae will not buy loans in a project that is run like a hotel, so those units need special financing from a lender that offers it. For 2026, the conforming loan limit in Clark County is $832,750 for a one-unit home. That is the largest loan Fannie Mae and Freddie Mac can buy.

Winchester is the odd one out in the Las Vegas Valley. It is an unincorporated town run by Clark County, not by the City of Las Vegas. It sits right next to the Strip. Homes here range from 1950s and 1960s houses to tall condo towers. The most important money fact in Winchester is what cannot be financed the normal way.
Several towers in and around Winchester work as condo-hotels. A condo-hotel is a building where people own the units, but the units rent by the night through a hotel program. Standard mortgage programs (conventional, FHA, VA) generally do not finance condo-hotel units. Lenders treat them as hotel property, not as homes.
Buyers often find this out only after they fall for a listing. So check the building’s status first. It is the difference between a normal mortgage and special financing, which only some lenders offer and may need a larger down payment.
“Projects that are managed and operated as a hotel or motel, even though the units are individually owned.”Fannie Mae Selling Guide, B4-2.1-03, Ineligible Projects (one of the project types Fannie Mae will not buy loans in)
Look for these signs in the listing and the building papers. Any one of them is a reason to ask your lender before you make an offer.
If the building fails these checks, you are not stuck. You may still buy with cash or with special financing from a lender that offers it. But you should know the cost before you sign.
Regular residential towers can get a normal mortgage when the project passes the lender’s review. The review looks at the building’s budget, its insurance, how many owners live in their units, and any lawsuits. Approval is project by project, and it changes over time. A tower that failed review two years ago may pass today. Ask us to check the current status before you make an offer. See conventional financing for how the project review fits the loan.
Here is what a condo project review usually covers, and why each item matters to you as a buyer.
| What gets checked | What the lender looks at | Why it matters to you |
|---|---|---|
| Hotel use | Front desk, nightly rentals, rental pool | A hotel-run building generally cannot get a conventional loan from a lender that sells to Fannie Mae |
| Shops and offices | How much of the building is used for business | Fannie Mae’s Selling Guide limits business space to 35% of the total space |
| HOA budget | The yearly budget and the savings fund for repairs | A weak budget can mean a special charge to owners later |
| Master insurance | The building’s own insurance policy | Gaps can block the loan or add cost |
| Lawsuits | Open cases against the HOA or builder | Some lawsuits make a building ineligible until they end |
| Owners who live there | How many units are lived in by their owners | FHA looks closely at this before it approves a project |
If a building does not pass, a non-warrantable condo loan may still work. That is a loan for a condo in a building that does not meet Fannie Mae or Freddie Mac rules.
Older homes: some Winchester streets have homes built in the 1950s to 1970s. Prices vary by home. A careful inspection matters on an older house. FHA and VA appraisals also check safety and condition, and repairs may be needed before closing.
Investors: some buyers want a small Winchester rental. Rental income is not guaranteed, so test the numbers before you buy. DSCR loans may fit here. A DSCR (debt service coverage ratio) loan qualifies you on the rent the home brings in, not on your paycheck. But nightly rentals must follow Clark County short-term rental rules, which are strict in unincorporated areas like Winchester.
Start with the type of home. Then ask about the loans in the last column.
| Type of home | What the lender checks first | Loans to ask about |
|---|---|---|
| Older single-family house | Home condition and the appraisal | Conventional, FHA, VA |
| Residential condo tower | The project review in the table above | Conventional, FHA or VA if the project is approved |
| Condo-hotel unit | Whether the building is run like a hotel | Cash or special financing from a lender that offers it, not a standard loan |
| One-unit home with a loan above $832,750 | Loan amount after your down payment | Jumbo loan, or a bigger down payment to keep the loan at $832,750 or less (2 to 4 units have higher limits) |
| Long-term rental | The rent the home can earn | DSCR or conventional investment loan |
Ask a loan officer about your home
Here is the order we suggest. It keeps the Winchester surprises, like a hotel-run building, from showing up late.
Here is a simple example. A buyer likes two homes in Winchester: a condo in a tall tower near the Strip and a 1960s house. The tower has a front desk that checks in nightly guests. That is a sign it is run like a hotel, so a standard loan likely will not work there. The house has no project review at all. The buyer asks about FHA and conventional loans for the house and plans for a careful inspection. Asking before the offer helped the buyer avoid the wrong home.
Only with a county license, and you cannot apply for one right now. Clark County closed its application period in August 2023. The county’s rules live in Chapter 7.100 of the county code, adopted in June 2022.
“…it is prohibited and unlawful to operate a short-term rental unit in unincorporated Clark County without holding a valid unexpired short-term rental license…”Clark County, Short-Term Rental Units
| Clark County rule | What it says |
|---|---|
| License | Required for every short-term rental in unincorporated Clark County |
| How many licenses | No more than 1% of the housing units in each unincorporated area |
| Per owner | One licensed short-term rental per person or company in residential areas |
| Spacing | 1,000 feet between licensed short-term rentals |
| Near resort hotels | At least 2,500 feet from a resort hotel. Homes near the Strip may fall inside this distance. |
| Applications | Closed. The deadline was August 21, 2023. |
| Apartments | Not eligible |
In September 2026 the county proposed changes that would replace the yearly application window with ongoing review. They were not final when this page was updated. Check the current rules with the county before you count on nightly rent. If you plan to rent month to month instead, a rental property loan can be built around long-term rent.

Usually not. Fannie Mae will not buy loans in projects run as a hotel or motel, even when the units are owned one by one. Most lenders follow the same rule for conventional loans. Plan on cash or special financing from a lender that offers it.
Ask a lender to check it before you make an offer. The lender reviews the HOA budget, insurance, lawsuits, business space and how many owners live there. Approval can change from year to year.
$832,750 for a one-unit home. Winchester is in Clark County, and the Federal Housing Finance Agency sets this limit each year. A loan above it is a jumbo loan.
It depends on the home and the program rules. Houses are the simplest. For a condo, VA needs the building approved. FHA needs the building approved or a one-unit approval. The home must also pass the FHA or VA appraisal. VA loans are for eligible veterans, service members and some surviving spouses.
Only with a Clark County short-term rental license. The county is not taking applications right now. Licenses are capped at 1% of housing units in each unincorporated area, each person may hold one in residential areas, and a rental must be at least 2,500 feet from a resort hotel. Check the current rules before you buy.
No. Winchester is an unincorporated town in Clark County. That is why county rules, not city rules, apply to things like short-term rentals.
DSCR stands for debt service coverage ratio. It is a loan for rental homes that looks at the rent the home can earn compared with its monthly costs, instead of your paycheck.
